It's really unclear whether Herc's power was universal or multiversal. I suppose the thor annual may have told us that CK was destroying the multiverse, along with a couple of statements in the arc itself. But it was stated that what herc restored was the universe, and handbooks say that CK was a threat to 616 so......it depends. And it's not like Herc defeated CK all by himself either.
