I would think the phasing would cancel out, leaving it at HtH skill. PG's HtH skills vary between version, but I think generally Shadowcat.

There's two main possibilities-

One, neither interacts when both are phased. Both need to go solid to fight and both know it. As they both need solidness for offense, they have to leave themselves at least partially vulnerable if they want to even try to win.

Two, when phased, they can both interact to each other. In which case, as a purely physical fight.
