Legion only recently became a universal level reality warper. Initially he never had any reality warping abilities. That Legion, in his early career, i could see Zeus winning against him. Even the more recent Legion, before acquiring reality warping abilities got beat up by the new mutants despite possessing 200 or so omega-level abilities, when he returned in the first arc of NM v3. David doesn't have total control over his personas; at least not in most of his portrayals. The very concept of controlling his personas came also recently; in his classic days he only did it once during Legion Quest as i recall. So there's that too.
But the recent Legion who's in full control over all his personalities would stomp Zeus beyond any doubt. Zeus is not even Odin-level, since he's got no feats to match him and has a lot of low showings.
