While both are pretty good in applying direct Force usage to the fight, Bane's skills are far more useful. Telekinetic bursts and Lightning trumps the charged Force strikes or subtle Force manipulations within 1v1 combat. Bane's Force powers are just basically more devastating and give him an edge.
Physically both are equally impressive, but Bane is much better fighter. Shaak's circumstantial feat against MagnaGuards is the best she has besides fighting one of the weakest iterations of Galen Marek. Shaak is devastatingly outclassed by Grievous, struggles with single MagnaGuard in a regular fight, and was still outmatched by the earliest iteration of Galen.
Shaak Ti is completely outmatched by Bane as a combatant, Bane is on completely another tier. They are pretty near physically, and they are both very powerful, but Bane's abilities and tactics are way better combatively, whereas Shaak's are pretty useless. Still, Bane completely walks over Shaak as a duelist and given they are only equals at best in additional aspects, Bane should win 10/10
And I honestly believe RoT pre-orbalisk Bane would be a better match and he would still probably win over Shaak.
