Pretty hard to quantify. As if quantifying lightsaber combat in general when everyone and their mother is presented as being a "a master lightsaber duelist" and "one of the greatest swordsmen in galactic history!" It also hurts that writers don't actually know anything about actual swordsmanship.

As I've made a pretty strong case that Jedi in The Old Republic are almost certainly Superior to modern Jedi when it comes to saber-to-saber combat. There is not likely to be one person from the PT who can take him, and his army walk-troughs speak for themselves. You think Tyranus can replicate what he did? lolno.
Given the emphasis on dueling in those times, people like Dooku would be extremely common. Now, the average sith lord back then wouldn't have shared his innate power in the Force, but the Starforge Nexus makes up for that.
