Some people will argue Exar Kun. Maybe.
Revan easily.
Darth Nyriss definitely.
SWTOR Scourge, barely, barely.
Hero of Tython.
Emperor's Wrath II.
Darth Malgus easily.
Darth Marr potentially.
Arcann easily.

Im still not totally convinced on Revan's dueling abilities.

Being regarded as the greatest warrior the Mandalorians have ever seen, butchering through armies of Mandalorians, Echani, Rakata (a thousand in one sitting), and Sith (in the hundreds on both Korriban and the Star Forge), personally defeating Darth Malak when he has the power of the Star Forge to call upon, and taking on entire coalition strike teams of the galaxy's finest strikes isn't enough to put him above guys that he would be ragdolling anyway?

He has some decent, but generic accolades, some army busting feats (although it isn't clear if he used his saber much), battle precognition, and from his impressive strength in the Force he should have pretty good augmentation.
I'd say he's a peer of TCW Obi Wan.

EDIT: to elaborate on my point, we should try to plot all of these data points and triangulate them properly; I dunno what Ant is typing but he's probably hilariously failing to do analysis of this level and is instead operating mostly on his gut, which is fine but I think this works better.
As a lower bound, Revan is certainly above Kas'im; he's technically skilled enough for Kas'im's advantage to just hit marginal returns compared to Revan's raw power. You can compare this to Kas'im losing against PoD Bane, who probably doesn't have Revan's raw power or even his technical skill.
As a somewhat higher, but still conservative estimation, he's also probably above most of the "B-team" tier PT swordsmen, for while their technical skill is legendary, they don't have the raw power to compete with him; Cin Drallig vs. Vader is an exaggerated account of this.
His upper bound is definitely below Anakin; Skywalker may not have the refined mastery, but he's obviously far beyond Revan in raw power, which seems to be more correlated to augmentation, and his accolades in skill put him not just as one of the best ever, but one of the best out of the best ever. There's no reasonable argument to be made for Revan over Anakin.
A more reasonable upper bound is Galen Marek, who outstrips Revan in raw power and has similar skill and army-busting accolades.
TCW Obi Wan seems to be the right guess; more powerful than the B-team and significantly more skilled than Revan, which probably balances Revan's advantage in augmentation.

How about Darth Malgus vs Anakin Skywalker solo-debate?
