Sidious is the most powerful sith in history at this point per countless quotes. Ragnos is a sith. Seems clear for me.

Let's say Sidious RotS has 20 level, Dooku is 18.
What is Ragnos level? 19 or 20?

No, it's explicitly RotS Sidious that's more powerful than any of the ones who came before. It wasn't even a thing before RotS.

Sidious would lose to Valkorion before fight even starts!
Revan SoR is far more powerful than RofS Sidious. Even Revan Reborn and Darth Traya have a chance 6/10 times.

To answer your previous question: if we take for granted that Sidious is a 20 and Tyranus is an 18, then Marka Ragnos would probably be a 16 or 17.
