I've never read about this guy, from what I know he has appeared in less then 15 comics in total. But I'm very interested in hearing what he has accomplished. I recall it being mentioned on the forum what Spectre was needed to defeat him?
Gender: Male Location: Planning to take over the WORLD!
i think they've met a couple times. more recently he did a number on spectre. turns out he had no guilt or something so...was beyond spectre's powers to punish. weird. typical spectre, but still pretty solid.
Implied power aside, I honestly have no clue where to rank KoT.
Spectre beat him the first time by containing his essence in his own tears. The second time around Spectre said their was nothing he could do to help, because KoT has no soul to judge or w/e.
Based more on hype than feats, of which he has almost none, I'd place him somewhere between Elder God level and Shuma level, which might get him to 3-4 in this Gauntlet (I have to be a little conservative given the feat problem)

KoT's best feats are:
-Being beyond Spectre's ability to judge OR kill. Spectre can only transform his essence -- and he was hard-pressed to do even that.
-Briefly KO'ing Spectre during their second encounter by devouring his 'skin'.
-Creating Johnny Sorrow.
-Nearly destroying Thunderbolt by absorbing quite a bit of his energy... Although that was only because Jakeem didn't give T-bolt any orders to fight back, so he was basically just sitting there letting it happen.
That's pretty much it. His implied power is quite uber, though.
He's a very difficult character to gauge. I don't see him getting past the Galactus Engine, myself. /shrug

I don't want to say this is nothing, but Spectre's physical body has been ravaged by Black Adam before, so while notable it's not necessarily indicative of any fantastic power in and of itself.

There are loads of creatures in the subtle realms. Aside from KoT, however, they have never really been expanded on. All we really know about them is that KoT is their God: http://i.imgur.com/dFeTt2v.jpg
I mean, a few Cthulhu-esque beasts have popped up over the years, like Yog-Sothoth/Iog-Sotha, who was the 'big bad' in The Doom that Came to Gotham: http://i.imgur.com/oEs4Ccl.jpg
But he wasn't specified to hail from the subtle realms.
Unfortunately mainstream DC just hasn't really explored Lovecraftian lore as much as Marvel has. Real shame, because it's such an interesting mythos with huge storytelling potential, imo.

Ceto was Medusa's mother, but didn't do much aside from tearing a hole in the fabric of reality(or as Batwoman said: "disemboweled") when she was awakened: http://i.imgur.com/ATTOzQT.jpg http://i.imgur.com/WriNlZE.jpg
She was banished back to her realm when Medusa was killed(evidently that broke the spell that freed her in the first place.)
