Dbz ranking stopped being relevant after the Frieza saga. Even Toriyam himlself said that.

When it comes to comics, it's even harder to put a power ranking since thy fluctuates souch since their handle by more than one person.

It's all based on what was implied that the armor was built for

To fight the strongest enemy. It's an armor that just adapt to anything it fight, the ultimate defender...
