I honestly don’t think so. Outside instant teleportation, where Flash outraced an alien that could instantly teleport to earth (and that feat required kinetic energy from all humans running at the same time), the fastest speed feat from a Flash was Wally’s rescue of 500,000 civilians from a North Korean city in a fraction of a fraction of a second while a nuclear weapon went off.
That has been calculated to be MANY magnitudes of the speed of light.
The Moon Feat from Superman easily SURPASSES that. Superman reconstructing the whole moon from little particles is easily faster (not to mention immeasurably more complex).
As for Zoom - his time manipulation is astounding, and he is constantly faster than speedsters. That is, until said speedsters bring their A-game. He normally messes with them, then Flash ups the ante, or Superman puts an arm to his face, (or Batman stabs him in the toe LOL).
I’m not saying Superman would win - I wouldn’t write it that way. I’m saying that based on FEATS one could ARGUE that way.
