Yeah, Maw seemed incapable of using his powers on living/moving beings directly. The closest he comes is knocking Cull Obsidian away during the New York fight, but it can be argued that he simply TK'd Cull's hammer weapon thing, which was attached to his arm. Because in every other instance, he had to use terrain/inanimate objects against opponents, such as the metal pieces with Thor on the ship, the bricks and later the petal railings and such against Strange, a rock formation against Black Panther during the Endgame battle, a chunk of concrete against IM in New York, fire hydrant against Wong, the needle spike things on Strange on his ship, metal and shrapnel against Nebula... You get the picture.
So, out of all his showings, he has one iffy one where he may or may not have TK'd someone directly. All the others, he used terrain/objects.

So, anyway, he either can't, or it's not in character for him to do so in a fight, based on his screen feats. Either way, it means the same in the context of Versus threads.

Flying is not the same as ragdolling someone else. Like I said, either he can't/has extreme difficulty doing so, or it's not in character for him to do so, based on how he fought onscreen. He's literally never once grabbed an opponent he was fighting and ragdolled them around directly.
And plenty of other TK users directly TK opponents, from Legion, to Andy Strucker from Gifted, Sylar, Andrew Detmer from Chronicle, Richard Tyler from The 4400, a number of Force Users etc. Those are just a few quickly, off the top of my head, but I bet I could come up with more if I actually bothered with proper research.

I don't think he has any TK powers in the comics. I think his powers are more mental influence related there. I'm not an expert by any means on his comic counterpart though.
I can understand why they added the limitations to the MCU counterpart though. He'd be too OP otherwise, as he'd basically be able to split opponents in half with a gesture. That's the kind of powers your boss character has. Not a lacky. Or in this case, not even your boss character.
