They can't hurt each other with lightning so they will just have to try to outlast each other by seeing who runs out of lightning energy first or they can go fist to fist which I think Living Lightning would win because in his true form, he has sub-light speed, has immunity to virtually all physical attacks, and has astral-form projection on his side.

Living Lightning can pretty much do the same in his energy form. Livewire can't harm him physically but in reverse he can.

She has an energy form too, so I don't see him hurting her. Livewire has better feats, depowering Blue Beetle, hurting Kryptonians, etc...

As I stated, they can't hurt each other with lightning. Another way to go is fist fighting which I think Living Lightning wins the majority.
