Hulk's family in DC Earth
Would the Hulk's family a elite team if every character in the family raged and attack?

No. They're too limited.

Nope, they wouldn't be. Hulk can't do everything.

By Hulk family I am assuming you mean the Hulk, She-Hulk, Red-She Hulk, Doc Samson, Skaar, maybe Red Hulk and Abom?
As a team, no.
They’d all just have strength, durability and healing - and the ability to jump - replicated at different levels across all of them. They’d be an extremely one dimensional team. Definitely a powerful one, but very one-dimensional.
It would be like having a team comprised of varied-power levels of Colossus.
Now, where they would help would be if they were farmed out to other teams. Eg, Hulk and She Hulk go to JLA, Red She Hulk and Skaar to the JSA, Doc Samson joins the WildCATS, Red Hulk to the Outsiders, etc.
While many of those teams already has strength powerhouses (and being DC, something I don’t like, many characters will often have multiple high-end powers ...eg Martian Manhunter and Superman have the powers of your average X-Men team in one being - I prefer the more ‘pure’ power sets in Marvel) - anyway, even though the DC teams would already have several super strong beings, having a Hulk or two around wouldn’t be too bad.

They'd be treated like Rampage, Solomon Grundy, and every other landlocked character in DC continuity. Does this mean that they wouldn't be a threat? Of course not, but they just wouldn't shine quite as brightly as they do in Marvel.
