The Mandarin should be able to trap him in matter-rearranged dirt, freeze him, levitate him with a tornado, or make him too heavy to stand with gravity.
Overall I'd say Mandarin eight out of ten. The Mandarin has the tools to win it 10/10, but not the mindset. At least two times out of ten, he'll try to merely use the rings to set up martial-arts strikes. Like creating a bunch of illusions and karate-chopping Wolverine while Wolverine doesn't know what to dodge.
That will work out poorly for him, both because Wolverine has superhuman senses, and because Wolverine is one of the very few characters who can take one of his super-karate-chops and strike back effectively.
