If it's bloodties he stomps. Since then he has been somewhat watered down but he still takes a majority.
Stronger TK and TP plus an almost completely forgotten massive teleportation power. Finer control too: MB gave SM a mass of microscopic strokes by pinching the veins in his brain; exodus rebuilt one of marvel's strongest telepaths' brain atom by atom with TK.

Telepathically, I'd think Chester is stronger, he could control thousands of people at once and do incredibly realistic illusions.
Exodus, even non-blood ties, varies based on how many people he has believing in him and such.
