Cytorrak's earthly avatar (i.e. classic Juggs) appears more powerful than Tanaraq's (classic Sas) in many ways, but as far as comparing the two entities on their own merits there just ain't enough info to go on IMHO...

Tanaraq has his own universe as well.

Also Mauvais the being who fought the Ancient One, and a being who Dr.Strange said he was unsure he could beat was terrified of the Great Beasts.
