Decisively? There was nothing decisive about it. They both had their moments in the duel, each being able to land blows. The tide turned when Ahsoka grabbed the map - it was all over from there.
Had she not, I feel it could've gone either way. I'd say they're definitely in the same weight class. I'm sure we'll get a rematch!
That being said, I'm going with Kenobi. While his saber skills have certainly declined, his mastery of the force coupled with his ability to "let go" puts him a level above the likes of Baylan, Ahsoka, Maul, etc.

No, rewatch the fight, before she grabbed the map Skoll was on the floor and in a real fight she could have killed him then and there. At the very best you could argue he can still block the blow but he would have been in a very tight spot. Instead she went for the map
