Because most writers want to focus on him as still a troubled young adult who does not fully understand his own powers. Yet if you actually bother to read his history, he has come a LONG LONG LONG way. Iceman is good, but Magneto can counter his powers and is more adept at control energy and radiation than Iceman is. He can just encase Iceman within a magnetic field and port him into the sun. Or put a field around all of his dispersed molecules so that he can reform himself. Iceman is at Magneto's mercy as far as I see it. I honestly don't know where all the "OMGICEMANCATBEBEAT" hype came from. His stock has risen a lot in the past coupla years, but he's not on the level of, and most importantly, his powers don't match up well against Magneto.
