Juggernaut strength is not unlimited. Marvel says his upper limit is not known (implying there is a limit). And 8th day Juggs was even stronger. Another reason that points that Juggs strength is not unlimited. Most likely, Superman is stronger since it was shown that Juggs was trapped in solid cement and couldn't break out (spiderman trick him) while it is feasible to know that Superman easily could have broken out. So lets just say we don't know what his lifting strength is. But his hitting strength (damage and force of punch) has a limit and can be known (much less than Superman or Thor). The reason he doesn't hit as hard as Superman or Thor is because of his arm speed is much slower. Thus he might be able to push something massive but not able to damage it as much as Superman or Thor can. Thus WW can easily take his punches (even though he will knock her away due to his unstoppability but she will be fine). Plus his fist is bigger, making the punch do even less damage than if it were Superman's size.
That editorial was just an opinion. The editorial response went on to say "Only a deluge of your concerned mail will turn the tide of Marvel opinion. Write!"
What this means is, if I were to write a letter saying otherwise to them at the time, I could have swayed them away from that opinion.
The only two times Juggernaut has ever been amped was when Cyttorak specifically amped him. Pretty much all of continuity, however, says that Juggernaut can't call upon more power.
juggernaut has been described by narration (usually taken as fact) as having unlimited strength. even in his most rescent appearance.
cyttorak says he has unlimited strength and the power to move mountains.
i'd say juggernaut is quite a bit above thor in strength. i believe he can do anything he wants to really (physically). after all he is the exemplar of raw power.
Juggernaut only has as much strength sa Cyttorak gives him. He can't summon any mor ethan he already has. He's fairly limited on his own.
When he was Trion Juggernaut, Cyttorak possessed him. When he was 8th Day Juggernaut, he specifically said something made him stronger (most likely Cyttorak).
Oh god are we using this bullshit as credible proof of anything? seriously...that garbage ridden book should stay in the shadows, and personaly pullin pages for scans is rediculous.

There is a thing called hyperbole in comics.
Many writers say things that overexaggerate the scenario.
I've even seen some writers get confused and write typos (or mistakes) trying to write with too much awe. For example, confusing universes with multiverses, etc.
Also know that he doesn't have unlimited strength.
Due to 8th-day Juggernaut being much stronger and the logic that unlimited strength implies no one is stronger. And also the fact that Juggs couldn't break out of the large concrete jail spidey tricked him in.
