He should beat Superman, but I'm pretty sure I know what your basing Superman being "shaky" on

I'll give you the weaknesses, but Superman has overcome them before.

Oh, and Atom definitely isn't as fast, strong, or durable. He DOES have more versatility and energy projection though.
