Doesn't Spectre operate on what power Presence gives him?
Ie. When Spectre wanted to invade Heaven, he was not at anything close to normal power because Presence didn't want him in Heaven.
But where was Presence when Spectre needed some sorcerers help to fight the Anti-Monitor? That seems like the perfect time to set lose the Wrath of God and not restrict anything.

There is no version of the IMP who is considered even to mxy. Not one. Mxy even makes fun of the IMP man in the non cannon cross over. you are mistaking them being alike in character as them being alike in power. Silver Surfer and Takion are alike in Character, But Not in power. Same for Thanos And DS.
