Lion-O may seem like a Cat with a sword, but he needed to defeat Cheetarah in speed, Tygra in mind, the kittens in the trial of cunning, then he needed to defeat Mumma-Ra in order to get the Sword of Omen.

Turtles get shell shock. Cheetara is too fast for them and Lion-o is too much for them to handle. There's nothing the Turtles can do to stop the Sword of Omens. The Cats are used to fighting Mumm-Ra and they are able to put him in check. Fighting the Turtles would be like a routine training session.
