Both Chaos and Order are in Galactus leagues. Eternity, Infinity, Death and Oblivion are above them by a good margin.

And for the Pheonix, Galactus stated on panel that he have the power to beat her. She doesn't wrote anything out of the existance in the big league, lol.

And Phoenix also had the power to beat him.

Phoenix Force should be there and I would vote for Phoenix Force, but out of those it's Oblivion.
