If they got at full strength, yes (or a bit more, since Honor Guard and Alphas are not included). They probably haven't reached that level, though, normal attrition likely keeps them a bit below, and of course war casualties have not been fully replaced.

Apart from the top GL,s, the fodder shouldnt be a problem for Thanos or Thanos lvl guys, after all he did slaughter 25,000 Ovin mercs.

Even fodder ones can combine strength and create much stronger constructs, though.

Wereas most mooks need to wear enemies down, GLs have advantages in groups.
