We don't see them do it, only hear about it. IIRC it was Uatu talking about it in the Fantastic Four comic that a picture was posted from on the last page. IIRC, Uatu said that this confrontation between the Celestials and the Watchers was merely one in a long line, and that Exitar had required to built up energy for eons in order to finally judge the watchers, which meant that the first time Exitar didn't have enough energy to actually accomplish his task of wiping out the watchers. Granted it's been a long time since I read the comic and it's possible that I remember it wrong.
