Wallace was going to flesh out DC's top 10 smartest beings, but Mr. Terrific was canceled.

Anyway, this is how I see it (Pre-Flashpoint). Purely scientific.

1. Alexander Luthor Jr. (Brought back and manipulated the DC Multiverse).
2. TO Morrow (Created tesseract when he was a mere child).
3. The Chief (Responsible for the Candlemaker breaking the 4th wall)
4. Ray Palmer (Solved a problem the 1M heroes could not and built a machine to pluck anyone out of the time stream to defeat Superman)
5. Lex Luthor (Created a time machine when he was a child)
6. Will Magnus (Created the AI soul)
7. Professor Ivo (Creator of Amazo. Nuff said)
8. Prometheus (Built a suit designed to take out every meta on DC earth)
9. Dr. Sivana (Created OMAC Prime.)
10. Mr. Terrific (Took down a bunch of Black Lanterns with on the fly prep).

Can someone make a Marvel list?
