You disingenuously ignore that and state that Tiger God is its equal (which is never stated or shown) because its the balance to ONE of the things Phoenix encompasses.

Multi-Eternity likely wins. Eternity�s scale dwarfs Manhattan�s unless we give Jon full multiversal rebuilder status as seen in Doomsday Clock, and even then, he rebuilt timelines within a larger structure, not the structure itself.

Manhattan would be like a god inside Eternity�s body, crazy powerful, but not superior to the the entire structure. I�ve also been swayed by the Darkest Knight�s terrible showing against Superboy Prime who can be stuck in a time loop by far less than Multi Eternity. It was canon no matter how stupid that story was.
