No, it isnt Kevlar. It is weaker than the rest of the suit though, but not weak enough for it to get deep enough into MC to even slow him down. It has to go through that material, the crystal layer, and a layer of mesh to prevent projectile weapons from getting through the suit. Its not doing enough damage in one shot to stop the Chief from taking the shotgun and shoving it down his throat, and Blades only getting one shot.
