Well I could be wrong but in terms of tactics I dont think you can prove it. In the civil war Cap decided to use Franks plan of attack instead of his own. Frank is one of the best tacticians in the MU.

So we're going back to scans of Frank beating Marvels greatest whipping boy ever,,,the Rhino? Let me get this straight, a hero that with prep and outside tech was able to beat a Marvel villian that has never won a fight ever and your saying he has a chance against a villian that gives Superman headaches every time they battle?

Honestly Lex wouldn't even need prep. He usually has a forcefield built into his suit. A belt that protected him from a full force attack from Superman. and then with prep he come up with a device to erase Punisher from existance.
