It's the most likely combination in my opinion. Plus it somewhat makes sense, especially when you contrast it with Ice. Wind 'makes' Water cold enough 'to become' Ice, while it 'makes' Fire hot enough to vaporize Water instantly.

To be fair, Bee's style is freaking unorthodox, which was more of a factor than his combat speed. Dealing with someone who can wield 7 swords at once & spin around, while you only have one, is pretty difficult.
Either way, his base speed is around Sasuke's base/current speed, but his reactions are likely a bit lower IMO.
