Because that was a common weapon Hawkman (Kator) used
You said "Wolverine is much faster and more agile even though hawkman can fly," which is wrong. With his wings he is much much faster then Wolverine. Without the wings Hawkman still has incredible agility...case in point the scan below, but we don't see much of Hawkman without his wings
Without the nth metal we don't know how fast or strong he is, but we we know he is faster and stronger then a normal human as shown by Hawkgirl when she had her wings taken away and she still had superhuman strength which suprized her
I would hardly say the contest between Hawkman and Wolverine is one sided, in either direction. I think that the key here is Gambit. Black Lightning is pretty darn powerful, and an Olympic level athlete...if he hits Gambit first, the Cajun is going down, and then you'll have Wolverine falmbe. Even if Hawkman might not win the majority against Logan, (though, for the record I think he's got a decent chance of that) he could at least stalemate him for a good long time.

An incredibly durable, nimble, metallic robot attacks them both. I'd say BL would show Gambit up.
They get attacked by Cessily Kincaid. Same deal.
Edit: It just hit me that you were probably talking about direct confrontations with each other rather than general ability to win a fight in certain circumstances. I think we were thinking of different things.
