It doesn't work that way. There is no Class 300. Frenzy might be able to life around 50 tons, but amping her 6 times wouldn't even put her in Class 100. Not the way I rank them.

And Hulk has this little ability that allows him to amp his strength. I'm not sure whether your familiar with it.
Like he told Abomination, you could be 10x stronger than him, and he'll simply get 10x angrier and kick your ass.
Thor once engaged in brief combat with Skuttlebuttt when they were both moving at speeds multiple times faster than light. Probably the closest scene resembling the Bill/Surfer fight.
Vulcan wasnt beaten because of his whole energy thing, he was so damaged that put another character in his palce with that much damage they would be out.
