He said, in the context of discussing Maul's potential as an "A-List villain", that he isn't as powerful as Dooku, let alone Vader, but stands alongside either of them through sheer force of will. Given the vagueness produced by giving a strict power hierarchy only to declare Maul an equal for either, I'd presume that he's talking about political/military power opposed to strict Force combat. Maul was abandoned, Dooku is powerful but is nevertheless a political puppet and placeholder, and Vader has the best seat at Sidious' feet out of anyone. But that hasn't stopped Maul from capturing Dooku/Grievous and having them dead to rights. I guess that's what he means by him being a less powerful "underdog" who still gets shit done.
And in a separate forum post to Erkan he says that he'd give Maul a 7/10 over Dooku in a 1v1. I need to find it again.
I don't take Barlow's commentary seriously, never have, but if anything it works out in Maul's favour.

Quotes don't mean anything to me if unsupported. The creator's former quote is supported by feats. The one about Maul beating Dooku is UNsupported which is why I don't support it.
In your subjective opinion. Lol, if I was truly biased I'd be pressing for Barlow's opinion that Maul would defeat Dooku more often than not as legitimate evidence.
Lol, Erkan can't be held accountable for what comes out of Barlow's mouth any more than Dooku can be held accountable for how far his cock has gotten into your intestines.

Because of facts actually. Dooku's force feats are just plain BETTER.
Maul being above Dooku is subjective.
You don't need to do that because you know you're a better debater then a majority of people. Desperation leads people to do crazy things, things we sometimes wouldn't expect ourselves to do. Who knows, maybe if you'd chosen a few different paths in life and you weren't as good of a Maul debater as you were but were still somehow involved in the debating community you'd be wanking that quote for all it was worth.

Ventress beat a pre-prime Grievous, on a nexus too if you actually take that into consideration, though I really could give less of a shit and almost never actually bring that crap up, and it took her just about all of her effort. Windu's fight with Grievous barely lasted longer than a single exchange.

It was enough for Mace and Grievous to gauge each other and for Grievous to begin replicating Vaapad. Apparently Mace didn't think it was worth continuing the exchange in case he were to give Grievous any more information on the form meaning he wasn't confident in his ability to defeat a hindered Grievous.
