Luke won thanks to a TPM rage boost. Before that, he was at best being forced back by Vader and Luke claimed that Vader didn't want to destroy him since, you know, Luke is the only family Vader has left.

You miss the part when Vader threw his lightsaber at Luke?
Considering that TPM Maul was beating Vader, Luke is not on the level of one of the leading Jedi Council members.

Considering that Maul beat Vader before ANH, and that canon sources has told us Vader grew as a swordsman between ANH and ESB and that he grew in power between ESB and RotJ, yes, Luke is on that level.
