Can someone actually be deaf to the force?

Can they? I mean Bastila, Kreia and Yoda have said that the force is all around them, that the force is life, but can someone a be born deaf to the force - not like Ulic - but more like they cant feel the force at all
I mean The Exile cut herself off from the force
Ulic and Kreia were stripped of their power
And Revans powers were not technically stripped, they were suppressed, to a certain extent
