Kolar. Stomping Quinlan Vos while holding back is not something within Savage's range of capabilities. In theory Savage should be able to dominate him with the Force but I doubt he'll a chance to exercise his power before he gets dismembered.

Opress beat Ventress, and has defeated 2 other Council Members- Adi Gallia and Plo Koon. And even though Kenobi battered him in the end, he has actually overpowered Kenobi in the past as well. And has posed more of a threat to Dooku than Kenobi ever did.
Plus he's beaten Ventress.
So no, stomping Vos does not match Opress' s list of feats. Not by a long shot.
Opress didn't beat Ventress in the sense that he outdueled her and had her dead to rights. She was actually landing more solidly on him during that fight, was deprived of one of her usual lightsabers, and was in a cramped environment. The fight only ended when Maul had gotten the better of Kenobi (and that has it's own circumstances). Adi Gallia isn't as good as duelist as Vos, and Savage defeated her by using raw Force power, not dueling skill. Savage dueling evenly with Plo Koon before removing his mask is good, but it's not as good as stomping Quinlan Vos whilst holding back. He's done well against Kenobi whilst ambushing him, which was an alright feat but it's not like Kenobi had the fairest of circumstances there, and the other time Savage took it to Anakin and Kenobi, he was amplified by a level of rage specific to circumstance (being extremely angry at Dooku and Ventress for using him, and being tortured by lightning). Knocking Dooku off of his feet with a single blow is a good strength feat, but you need to remember that Dooku's inherent lack of strength and lightsaber form are weak against overwhelming kinetic attacks. It wasn't by merit of skill that Savage downed Dooku.
Kolar being deemed one of the best duelists in the Order by Windu (and this was during a time of highly skilled duelists), and stomping Vos whilst holding back, who's skill feats aren't too far off of Savage's, should allow Kolar to take Savage in a duel. Savage could throw his weight around with telekinesis to win, but I doubt either party is winning too solidly.
