Hm, that's a tough one. Kir is pretty awesome, but Ulic could still take on some rather badass Jedi duelists even without his force connection.

Kanos, while Ulic can surely fight Jedi, the Imperial Guardsmen have an all together different technique. While this won't be a major factor, it's something that would be a benefit, plus the Guard knows and has mastered every single style of fighting and have their own heavily modified version of Echani too.
Among other things the Royal Guards including Kanos have going for them including superhuman reflex and durability, they are pretty much Jedi Knights only without The Force in terms of martial combat. (Unless of course you look at the Sovereign Guard and Shadow Guard)
