Jinn is TPM, Grievous is ROTS. Fight takes place on the plains of Naboo.

Hard to say in Canon. I mean Fisto was beating Grievous fair and square right? And Koth was holding his own as well. As did S5 Ahsoka. So I doubt Grievous steamrolls or sweeps (in Canon at least).
But then Grievous has had some impressive showings against both Kenobi and Maul late in TCW, so he likely does beat Jinn by ROTS.

Canon doesn't expliclty show the context of fisto vs grevious, but it's interesting grevious held off both fisto and his Padawan in one fight and that grevious initially chose to flee rather than engage him but then with the fog in play fisto started to beat him.
But reverse scaling isn't a thing anyway, so there's no point in mentioning Koth or TCW Ahsoka who grevious was beating.
Problem is with losing to a tier 7 in fisto and then beating a tier 8 in Kenobi. You could argue the new suit grevious had boosted him, though grevious was outdueling Kenobi even before.
