Saruman would wreck Dooku. . . his spells could bring down a mountain, and he could emit blasts of flame from his staff, among other powers.

Dooku could just force push that fireball back at him!
It would be a very long battle that would consist of both throwing each other around.

-A bigger threat to the good guys (Both were puppets)
-Stronger in power
This can be answered quite easily. Saruman (according to LotR) is something like a half-god with nearly unlimited power within middle-earth. In fact he's the number 3 of the most powerful individuals in middle-earth (right after Sauran and Gandalf).
So Saruman is clearly more powerful and thereby a bigger threat as we see him nearly killing the "good guys" for serveral times. And hell...imagine Dooku trying to keep Gandalf as a prisoner.

-Bigger role
-And your all around favorite
Both go to Dooku.
For the role: Saruman was a big threat but in fact he was nothing compared to Sauron / Mordor while Dooku didn't really need Sidious to be a threat on his own. Also Dooku faced all the "good guys" in direct combat and even toyed with them while Saruman wasn't able to defeat the heroes neither with armies nor in direct confrontation.
And Dooku is my favorite because he is an aristocratic badass and lightsaber-killing-machine while Saruman despite the fact he holds unbelievable amounts of power seems more like a coward (since he FEARS Sauron while being nearly equally strong - remember that he should have been the way Gandalf is).

Dooku outclasses him in anything involving the words 'cool' and 'class', among other things.

Is that the actor for, er, Lucius Malfoy in the Potter movies? He looks rather. . . peculiar with a lightsaber, and a purple one at that.

Hell, I like 'em. Easy to read with a good story, it's when the fanboys/girls go nuts that it gets old. I ignore that and just stick with the book.
And yes, most.

Saruman actually partially created Middle-Earth and is a demi-god. But Dooku is far more classy and stylish.
Saruman would win this, I think.
