In the old EU, Palpatine didn't really care about any surviving Jedi after the Empire rose. Now in Rebels, he seems eager to find survivors through Ahsoka Tano. Why? What's his angle?
Old EU, he didn't care *that* much, but still maintained the Inquisition and such to either kill or turn who he could. He just doesn't view them as as big a threat with their order broken and the big names mostly killed.
Nah, it's not fear per say, more like an understanding that if one planet decides to rebel others will follow.

Then again, after weeks of disrupting the Empire's facilities on lothal, a place that is of great significance to the Emperor apparently, you would assume that the Emperor would be quite pissed.
I think it's his operation on Lothal that Sheev is worried about, not a bunch of ragtag rebels.

The new canon they seemed more concerned with hunting the organizated rebellion than talk ng out small fry like Kanan. He does seem concerned with someone like Kenobi but there is a bigger picture to examine

His own death was a consequence of just two escaping, it's not surprising that Sidious would dedicate resources to hunting down Jedi. Even if Sidious didn't know exactly how many Jedi survived or how strong they were he wouldn't risk having a couple dozen Jedi master level adversaries around.
Additionally, the very act of hunting them has value. It gives him a reason to have organizations like the Inquisition (which was formed when the Senate was still around, so had to have some paper justification), and having live dangerous enemies of the state allows him to crack down on groups he can peg as sympathizers.
He wants all potentially dangerous ones dead, but he also wants to milk things for all they're worth.

That's because that council had about the same amount of Jedi as he had. It has nothing to do with a single Jedi, but thousands. Situation is not comparable in the slightest.

True enough. Such arrogance is actually pretty prominent on both sides. In The Jedi Path and Book of Sith, the Jedi and Sith are so smug and arrogant when talking about each other LOL. Particularly Sidious, Yoda, Luke, Windu, and Restelly Quist.
