Worst shot: Storm Troopers vs A-Team

We've seen them both in action, and both have a fearsome reputation...
"Only Imperial Storm Troopers are so precise..." says Obi-Wan, and the A-Team have been known to pull off such amazing feats of accuracy as shooting strands of thread from 70yards (probably).

But amazingly, both of them display incredible inneptitude when shooting at people.

About 20 Stormtroopers couldn't hit Luke when he was standing still in open ground, and the A-Team go through magazines when shooting at the crooks/communists. They also know surpringly little about firearms for an ex-military unit - I once watched Mr T. shout "Hands up, fool!" while sticking up a bad guy with a pistol that was obviously out of ammo.

But out of these two talented groups, who has the least talent?
