Look, Nick Gilliard just made those up as a quick reference to sword fighting skills- it's nothing official at all, he just said it as a point of reference.

Some people have this idea that there is this big directory of Jedi levels somewhere, and where everyone fits into it and why. There is not, there is just Nick talking about how he designed the swordfighting.
