ok, hyper sonic is only present in Sonic 3 & Knuckles (the linked games). here's the process
1. Get all 7 chaos emeralds before the mushroom hill zone
2. At mushroom hill, get in the first flashing ring, this will zap you to the hidden palace, where all your chaos emeralds will be taken away and converted to super emeralds. from then on, all special stages will light super emeralds instead of giving you chaos emeralds.
3. light all 7 super emeralds before the hidden palace zone and the master emerald will start flashing, from here, one of three things will happen-
a. if you are playing as sonic, you will be able to transform into hyper sonic with 50 rings, hyper sonic flashes all the colours of the rainbow and is surrouned by stars, three echoes also trail him. he has a chaos air dash that can be used to kill all the enemies on screen and get a boost in any direction. He's also slightly faster.
b. if you have knuckles he will be able to become hyper knuckles with 50 rings. he looks just like super knuckles (just a flashing knuckles), except he has three echoes trailing behind him and is about as fast as super sonic. if you glide into a wall at sufficient speed, it will create an earthquake that will kill all enemies on screen.
c. if you have tails, you will be able to become super tails with 50 rings. super tails is a flashing tails who can run about as fast as sonic and is invulnerable. he's also surrounded by golden flicky birds that kill any enemy on the screen.
