At the moment, with Spectre having no human host and his source of power (yahweh) gone from the universe, I would have to give this one to Tim. That is if he ever survived and graduated from the white school.

Tim would win Fate isnt as powerful and he was able to subdue the spectre with prep time i would think but if this kid already has access to all magic he would win.
