maybe he's the paperman murder....one day he went to get his newspaper and lightening struck him...merging his cell stucture with a newspaper.....he blames the newspaper company and has decided to kill off as many member of the media as he can...as the Paperman Murder....or maybe not.

That particular issue of Secret Origins and files has the following villains:

Joker

Scarecrow

Two-Face

Charaxes

Poison Ivy

Ra's al Ghul

Mr. Freeze

Black Mask

Catwoman

I don't have that issue in my collection. And quite frankly I really don't know the name of that newspaper villain. If I had to take a wild guess it would be "The Gotham Daily Madman".

Now if you think that guy is weird then you haven't seen the Gentleman Ghost and Calculator Man. messed
