Just because Master Chief in game killed "hundreds" of elites does not mean they are all the same in skill and talents. Based on his accomplishments in Halo 2, the Arbiter is very nearly his equal.
The master chief has encountered all elites of different ranks. the blue armour is the rookie and the most inexperience, the chief clearly said in the novels that the blue ones don't aim that good and usually are more confused than the rest. The covenant rank elites based on how many conflicts they have encountered. The red elites are more aggressive, have superior armour and are more skilled with weapons. the gold elites, the special oops, white colored, and the special guards of the covenant are the ones the chief worries about the most. the chief and these advanced elites have the same armour, the only difference is these elites have plasma swords which the blue ones don't. The chief did encounter one elite with a plasma sword in the novel halo first strike. The chief struggled for about 30 minutes until his wrestling moves started becoming more of a factor. When the chief was only 14 and was now starting using the spartan armour he was sent on his first and he first encountered his first elite. it was in a room that didn't have anitgravity so he struggled with a blue armour elite because both could never balance themselves, but this was the kind of fire the covenant would throw at a rookie warrior such as the chief. The arbiter had the number two position under just the prophets, he was responsible for halo being destroyed since he was the commander of the covenant fleet. in the last novel the prophets were disappointed that halo was destroyed and that they wanted the one responsible for it and that was the last sentence which would begin halo 2. The game began with the arbiter being brought before the prophets. The novels didn't say much about him and the arbiter wasn't his real name but a name given to him because they wanted him dead after he would keep the covenant from breaking apart from heretic elites. after that tarturas came and took the key away from the arbiter, he smacked the arbiter with his sledgehammer. this was the covenants plan to kill the arbiter even through they lied that they stopped being disappointed that halo was lost. Another reason was the elites failed to save halo and so they wanted the brutes to be the special escort instead.

The Master Chief went through the Covenant in Halo 2 almost alone then the flood. Master Chief is usually always alone and the Arbiter always had a little help from Elites, Grunts, or Jackals. Elites always focused on 1 enemy either the Heretic Forces, the Flood, or the Brutes. Never 2 or 3 at once. The Master Chief had to go through the Flood, Covenant, and the Brutes alone.

since the elites are not under the prophets anymore and both the brutes and prophets are against them, then they have no choice but to join the chief and his comrades or else they will not survive as a species because the brutes were slaughtering the elites. Before the arbiter knew about the elites being slaughtered, he teamed up with survivors and make a descent comeback towards the end but not enough to turn the war to the elites side. their will be alot of versus in the next game. elites, hunters, grunts, humans, chief, and cortona on one side. prophets, brutes, jackals, and drones on one side.

it wasnt translated because the chief wasnt there (and neither was cortana) on that whole trip to purge the heretics from their rogue base.. and the reason wort wort wort got annoying was cuz it was probably the only line they used.. they had some cool reverse dubbing going on for some of the other elite lines.. and actually, since I"m a fan of asian/foreign cinema.. I enjoy reading subtitles very much
The Arbitor would certainly give the MC a run for his money but I'd imagine that the Chief would eventually come out on top. The Arbitor actually seems to be more focused and resourceful than the Chief. I'd put that down to his beliefs.
if it came down to it, it would be a tie because they are both clones and both would tire each out to the point they don't have any reason to fight. in the novels it seems the master chief always get out of bad situations, but sometimes he need help.
