The concept of story -- which the Primal Monitor explored through Mandrakk, contains - obviously, everything associated with it, from Heaven to Hell and everything in-between. Mandrakk is supposed to embody the entropy of that very concept, its ultimate end -- so the in-story hierarchical placements are inconsequential.
