Interesting fight. Not really sure.
Surge might be able to pull wins via blitz early on; however, Courtney will have the advantage once airborne.

Personally, I am leaning toward Surge, because she has range and speed, she can change her location quickly to dose Stargirl, but I do know that SG has absorption capabilities, like I stated, change of locations of fire, if SG goes to the ground level, she has to face Surge h2h (X-Men trained) combat.
No idea what feats of H2H SG has though.
