By mobility you meant flight? Torch is in a way much more adept in that category however it's not like Havok is not without the means to fight air to air, heck his even been shown to have quite an acrobatic physique dog fighting, not to mention his got a lot more range in his projectile than Johnny then paired that with his energy absorbing powers he'd likely win 9.5/10..

Now Torch with the Rod, that be a diff. Story.. My 2 cents..

What's the Torch done with the rod so far? Haven't followed comics for a while, I've only got more insight of the rod in Annihillus hands which can be pretty über..

Havok's blasts seem to be more powerful, and could likely boost his power by draining the Human Torch's energy. Also seems more adept at handling himself in a fistfight.
