Surfer wins this. The enigma force basically grants its wielder Superman-esque powers with telekenisis on top of that. Granted, the enigma force will amplify Spidey's already existing powers but the Surfer will still have what Spidey has, and more.

its stated by marvel at the time he was the host of the enigma force he was the most powerful being in the universe, and he also one shotted thor into orbit and has to rescue him, while hulk has beaten surfer

With nothing stated otherwise, I'm assuming they fight in character, and I don't think that bodes well for the Surfer. He tends to almost always fight by zipping around firing cosmic bolts. Occasionally there are shields, matter manip or some other plotfoolery.
Spider-Man, OTOH, has always been rather creative with his powers/webbing, always made great use of his environment, if for no other reason that he's had to, to defeat more powerful opponents. If he carries this tactical thinking through with the Enigma Force...
